That doesn't seal the hole, that simply protects the cable from getting cut from the sharp edges of the hole.

I had that same question and nobody would answer. Got my Starlink yesterday. I set it up on my backyard sidewalk. It took about 2 minutes to align itself and start providing internet. The dish looks north and fairly high up. If it moves it is imperceptible. I'll watch it for another week or so but based on what I've seen so far I'm no longer worried about obstructions or trees. I'm near Missoula, MT.
