Starlink Point of Presence in Countries where there is no ground station

I am assisting someone in an African country that has recently approved Starlink.  The only active ground station in Africa I am aware of is in Lagos, Nigeria. 

When they were operating mobile, their location showed up as being in Nigeria.  However, now that they have a residential setup, their IP location shows them as being in their country of residence.  Apparently for Starlink to be approved in many (maybe all) countries, they must agree to have a Point of Presence in that country. I understand the purpose for this is so that all traffic can be monitored by the Govt. for censorship etc. 

How does starlink do this without routing the traffic back through the country since the reason why people are using starlink is because of the almost non-existent or extremely expensive internet in the country?   

Am I correct in thinking that as traffic from that country is routed through Nigeria, or the US, that it is logged (or maybe monitored) as being from that country?.
