Starlink does not require a connected mobile device for the router or the antenna. The Starlink mobile app does, however, require that the mobile device be able to connect to the Starlink router to configure the router, check statistics, manage the network, etc. This generally means that the mobile device  must be connected to the Starlink WiFi network.

Out of curiosity, why use the Android's hotspot when you have Starlink?
